If you want to allow our brilliant citizenry, who have FOUND alternative energy solutions the ability to demonstrate their discoveries and help others, you have to allow them to coexist with what currently is established.This is the best way to foster change at a pace that allows growth, yet isn't done at such an overwhelming clip as to cripple the preexisting system.

With all of our dependency on foreign oil we have set ourselves up to be controlled by these countries that are our largest suppliers. This puts those countries in the trigger end of financial warfare against us. Alternative fuel is a matter of national security and is neccessary to staving off global warming. There are very inexpensive ways right now that we can bring about change. Extracting hydrogen fuel from water is one very viable way that every automobile owner in America can do their part to lower their fuel emmissions and increase their gas mileage, thereby supporting decreasing their need for gas and thus decreasing dependence on oil. National net metering is a good start, but we must also stop subsidizing negative externalities like coal burners. There should be a pollution tax (or cash incentives to install solar) because health effects from coal is costing taxpayers vast sums in health care, cutting short lives, and causing heart attacks!This comment has been reported to the site manager. This should be a starting point. 5% may not be enough to really impact our dependence on foreign energy supply. We need to drop the false solutions such as 'clean coal' which is an oxymoron, and create tax incentives for conversion of individual vehicles to CNG/Propane as well as for the purchase of new electric or hybrid cars. Conversion gets the cars on the road to be cleaner NOW, and we are moving into an economic era where few will be able to afford to buy a new green car, but no one will be able to afford to continue to run their existing cars on gasoline/diesel. Mandating public transit, state and local and federal fleets to convert to CNG would save the government money and makes national security sense, removing pressure on the strategic oil reserves. Net metering regulations are essential to conversion of natural gas and coal based power generation to wind and solar. In order for us, as a country, to take the next step to becoming a greener and more energy independent country, need to have an infrastructure in place to allow us to do so. There are other states, and utility companies across the nation that allow net metering, while our city forbids hooking up a wind turbine to them.
