I don't think it will pass - I hope it doesn't. This is short-sighted bigotry built on the implicit assumption that capitalism is evil, and those who engage in it are evil people who should have their money taken away and given to the proletariat.
It is built around the absurd mid twentieth century stereotype of the fat-cat cigar-smoking, amoral banker-capitalist, building fortunes of the sweat and tears of the common man. It has nothing to do with reality, modern finance, or any kind of payback for the failings of wall street. It would be a financial disaster, plain and simple.
If it actually passed the result would likely be a national exodus of financial firms, profit centers, and corporate entities out of he United States to whatever country was interested in adding them to their tax base. Simply - Leave the United States or go out of business.

Vote NO on HR 1068! This will discourage people from investing at all! The only thing it would encourage is for more and more people to be dependent on the government for all aspects of their life!

we are losing our world wide dominance in trading US> stocks because there is no central market place to see the stock trade and the fragmentation has caused our stocks to be traded anywhere this would certainly enhance that condition even more

I am a small trader with a small account. I make several trades per day in order to earn a few hundred dollars per day. This tax would consume that profit and force me to quit this business.

I am just learning to trade right now in hopes of having more saved for retirement. HR 1068 would work against my simple goals of becoming a bit more financially secure and that of many, many other individual traders. Triple taxation -- buy tax, sell tax, and capital gains tax (if I earn a gain) or plus a loss (if I don't earn a gain) -- would be exceedingly unfair!!!!!

Hey Congressman DeFazio,
You voted for all these bailouts and stimulus nonsense. Your votes have already put the American people on the hook - despite their protests. We didn't want to bail out Wall Street, but you did. So how about you and your colleagues who voted for the bailout foot the bill out of your own salaries. I'll be more receptive to your antics if you lead by example. While you're at it, why don't you introduce a bill that would put members of Congress into the Social Security system, make members of Congress subject to the laws they make, and eliminate earmarks. If you're really feeling like a patriot, you could expose Social Security as the biggest Ponzi scheme in the history of the world, introduce legislation to make the federal government follow the same accounting rules that it makes corporations follow, and support the passage of H.R. 25 (Fair Tax). Quit nickel and diming us in your effort to further stoke class warfare.
