I am writing to ask for an immediate hearing to be held by the House and/or Senate small business committees to investigate the very poor work of the Small Business Administration in it's management of contracting data and reporting of small business goals.

The FY 2008 and FY 2009 goaling reports should be publicly labeled as suspect and all of the data used by the SBA to create their goaling reports should be posted for full public review.

A recent report of the SBA Inspector General (http://www.sba.gov/idc/groups/public/documents/sba_homepage/oig_report_10-08.pdf) has confirmed what the National Association of Small Business Contractors has been telling Congress and the SBA for some time. The data used by the SBA to compile annual small business federal contracting goaling reports is grossly flawed and the SBA is not doing it's job to oversee this data.

Highlights of the IG findings include:

(1) The SBA certified to the accuracy of its FY 2008 contracting data, although 92 percent of the contracting actions in the sample used by the Inspector General contained one or more inaccurate or incomplete data elements in FPDS.

(2) While the SBA had developed a data quality plan for FY 2008, it did not fully implement the plan.

(3) Due to the volume of errors identified in FPDS, it appears that contracting personnel did not review FPDS data inputs to ensure they reflected accurate information, as required by the Federal Acquisition Regulations (FAR).

(4) While the accuracy of some data elements improved in FY 2009, overall there was a higher rate of error in the FY 2009 data.

(5) Approximately 97 percent of the contract actions in their sample contained one or more inaccurate or incomplete data elements, indicating again that SBA contracting personnel were not properly reviewing data entries.

(6) SBA's Goaling Report may contain inaccurate information concerning the extent to which the Agency met its small business goals.

Please step up now and support my business and my community by investigating this problem, do everything within your power to assure small businesses secure a fair share of federal contracting, and publish the flawed data so that the true transparency can be achieved.

  1. I have been attending nemerous SBA and GSA Workshops, Seminars and conferences nationwide; to enter billion of dollars federal government marketplace. The story is same every year nothing has been changed, struggles continue for ever.

    In 2005, I applied 8(a)certification that was assisted by SBA and GSA experts, it was delined 3 times. Since then, I decided to do on my own, no one I could rely on, I ran miles and miles nationwide to meet contacts.

    Unfortunately, SBA and GSA training is only the first step in the door, rest of the Maze of miles and miles small business owners have run to the unknown, unconditional commitment.

    Does SBA and Congress know how much small business owners to endure hard work and endless battles to be included. And so much misleading, unclear, chasing after invisible.

    After 7 years hard work, finally, I received small purchase: Defense contract and New York City contracts total value: $1.5M, my joy did not last long. I attached all of my contract documents applied for a loan of $30,000 it was declined by the SBA Participats Banks; did not evaluate nor understand my business nature or intended?, encouraging file for bankrupcy is not an American way.
    As a minority woman-owned Business entrepreneur I speak from my heart I am proud to be an American therefore commit unconditional devotion to achieve goals.

    My situation is the longer stays on the course I am pushed to homelessness, I have only my body and knowledge will pass on to new entities; they benefit a short cut.

    Please: Congress and SBA; your immediate financial support is critical for many Small Businesses, they are at the edge of fall...

    Most Small Businesses Owners start with their own small capital that is a temporary.

    The prolonging contracting process with diminishing own capital and banks not financing although I had awarded contracts;
    I ask to Congress and SBA, if SBA has no control over banks; why federal government give lumsum only to banks; if SBA manage partial fund under the federal government supervision set-aside for Small Businesses' that will help resolve urgent need.

    I spent 11 years investing most of own capital committed to become a Prime Contractor working long hours 7 days, at all times standing by troubleshooting.

    My 11 years research, networking, contacts will be a vihcle to joint venture with manufacturers, subcontractors and suppliers to increase productivity and gain knowledge and skills so they can perform throughout other industries.

    All of hopes and plans accomplished cannot be achieved without financial support.

  3. I am glad that President Obama has made the SBA accountable for revamping there system. Hopefully, the FAR's revamp and the increase in true contracting opportunities will finally happen for us. It would be also be great if SBA required the Prime contractors be required to be the subcontractor to us in order for them to compete.

  5. I propose that large companies that have falsified contracts should be fined significant amounts and the proceeds should go to the businesses that have ligitimately tried to secure the contract and or opportunity.

  7. I recieved a small business loan approx. 30 years ago & have been in business approx. 41 years total. SBA had a retired business man to followup with mme a couple of time & offered some very good advise, we struggled for several years,with getting the business up & running & able to make a "living" for my family, but; hard work did pay off, & I can thank our banker & the help from SBA who give me the opportunity.
    My Opinion--I don't think the federal government needs to do anything to the existing SBA loan program except to work with the banks & Probably make the program some what easier for small business to get the money needed, by the federal government allowing people to get by with a lessor amount down payment,with a "viable" business plan & the experience to make the plan work. This all needs to be done through the banks & the people need to be bankable or the government is wasteing their time & money. Business needs, less taxes, & less paperwork,& less government interference.one of the reasons we have not gotten very involved in govt. contracting is our lack of knowledge in what we can provide for the govt.because we did not feel it was worth our time to persue, because of all the paperwork & time to learn
    the different aspects of the govt. contracting. We are in the plumbing/heating/ & house hold appliance business, so we have had several building contracts but; are very selective, as the paperwork can be a nightmare & it is mostly because we are not informed & the govt.people seem to think we should automaticlly know what these form #s are & what is needed "very Intimidating" We have worked some with the Davis/Bacon wage rates, & my personal opinion the people that set up this program do not have a Clue what is going on in most of the area's & is easier for them to set the Davis/ Bacon to a union standard from somewhere & use that as a guide line, as it dosn't look like the govt. employees know what is wanted & expected--as there is no directive from above. The govt. throws people at problems instead of throwing the problems at people
    My opinion--there is a real problem with how some of these things are being set up "Very Wastefull" & really who needs all the SBA goal information?? the govt. should put the money where it will do some good--keep it simple..'' & get rid of a bunch of

  9. The SBA is totally worthless in implementing goals for the SOFTWARE MILITARY PROZGRAMMING goals, and for helping startup software corporations. Large corporations have refused to allow small start-ups any peace of the military pie. And the SBA and the goverment has allowed this to happen, to the detriment of the whole taxpaying population.

  11. As a small business owner who works many more hours than Congressional folks, I would appreciate them looking into big businesses ripping off the small ones by posing as a small business. Or would this be a 'conflict of interest' for you with your lobbyists?

  17. Small business has enough problems just trying to keep their heads above water. Please be sure that the contracts allocated to small business and reported as allocated to small business truly go to small businesses. Thank you.
