Hi, I’m writing to urge you to support HR 3396, the Congressional Responsibility and Accountability Act. It is designed to keep regulatory agencies within their constitutional boundaries. The act also limits the damage caused when regulatory agencies make a rule outside of what Congress had authorized. When HR 3396 is implemented, agencies will have to notify Congress when one of their rules costs an individual $5,000 or more in a year, costs any corporation or partnership $10,000 or more in a year, costs the public at large $25,000 in the aggregate in a year or causes the loss of a single American job. The agency will then cease enforcement of that rule until Congress specifically passes a law authorizing it. This act is especially important considering the state of our economy and the pace at which our government is expanding. Considering the erosion of Congress’ powers, specifically all legislative authority in Article 1, Section 1 wherein agencies make laws unto themselves, this bill is essential to our representation itself.
