    Unless Congress acts soon, the nation's 13 million recreational boat owners will need a costly EPA permit to operate their boat, or risk being out of compliance with federal law. As absurd as this seems, it is a serious threat to recreational boating, says the National Marine Manufacturers Association (NMMA). It will take an Act of Congress to prevent this from becoming a harsh reality. We ask that you change this absurdity.

    I boat inside the Great Lakes and care deeply about the quality of our natural environment, but this issue goes beyond common sense for normal boating discharges.

    Most boaters are well aware of the restrictions and penalaties of dumping oil, gasoline, diesel fuel, waste tank contents, etc. into the water.

    However, I find it difficult to understand how deck water (after a rain storm) is going to be a problem with most pleasure boats. Consider the normal runoff of a parking lot next to water's edge and compare that to deck runoff.

    I urge you to fight to get this issue resolved for the close to one million registered boaters in Michigan.

    Please do everything in your power to save the save the recreational boating industry, and the millions of families that enjoy boating every year from losing yet another privilege due to the mistakes of the Ninth Circuit court.

    Wisconsin depends on the ability of the tourist industry to use our waters for recreational purposes. Please don't allow this to pass through legislation and cripple our State.

Unless this 34-year-old EPA exemption which was thrown out by the Ninth Circuit of Appeals in Sept. 2006 is reinstated, 18 million recreational boats will be required to have expensive EPA permits by September, 2008.

    What next? How about a permit for motor cycles that have there engines and chains exposed to rain and wet roads. Where do you think the run off goes? How about your car, your atv, your lawn mower, your driveway. GET IT!!!!!!

    It is my understanding that if this issue is not resolved soon, then recreational boaters will be required to purchase an EPA permit for each state they boat in. Since I boat in Long Island Sound, it appears to me that I may be required to purchase three permits (one for CT, NY and RI.) Purchasing three permits each year just to boat in the L.I. Sound for the short New England boating season may become cost prohibitive for me (and most boaters) and may significantly affect recreational boating in this region (boat dealers, marinas, tourism from visiting boaters, etc.) Please do your part to support those of us who enjoy boating!

    Why can't the Ninth Circuit Court realize that this Act was originally set up to help protect the environment from large pollution sources such as supertankers and supercargo ships? I bet if a study was done on the amount of ballast water a single supertanker uses for ballast that if poured into the bilges of over a million recreational boats it would probably be enough to sink every one of them. There are probably thousands of these type ships that come and go from our ports each week, this is where the tax needs to be addressed because this is the source of the original subject at hand to helping preserve our environment.

    My point is write a bill that makes sense. To tax Joe Boater an estimated $800 per year for just owning a boat is just a vicious way to re-coupe money for the governments many indiscretions of spending. Joe Boater is not the answer to protecting the environment, he is already having to adhere to many Acts such as the Oil pollution Act, Clean Vessel Act, and the Clean Water Act. It is bad enough that the average boater is already paying over $3.50 a gallon for gasoline just to enjoy their recreational hobby, but to tax them an an additional $800/year makes no sense especially to those who boat in northern areas of the US where the boating season is maybe 5-6 months out of the year before they winterize.

    The biggest offenders usually have the deepest pockets, just ask the oil industry where the rich keep getting richer by allowing fuel prices to keep rising and so do their bank accounts. We as American citizens would like to continue to enjoy our hobby so dont let this tax be our burden when it is clearly being made to believe that it is our fault for owning a boat.

I live on the Sassafras River and enjoy my 19-foot power boat. Requiring me to obtain an expensive permit will only add to the burden of the rising cost of gas and other expenses, and will have the effect of stopping the use of most recreational boats. Members of my family work in the marina business and stand to lose their livelihoods. This requirement will kill an industry, throwing hundreds of thousands of people out of work, and will keep boat owners from enjoying our leisure time, to say nothing of denying me my property rights.

    It's a shame when the people we elect are more worried about taking more money from us for absolutely no service rendered. Then either improving our country or its citizens lives….This move does neither.....at least the Mafia sold you protection...the congress just takes your money and gives no services for the funds received...shame on y'all

    Now I know the above statement may seem out of sorts but the facts speak for themselves.....I think at some point in time the American people (the little guys) will end up saying that’s enough...we did it once before...do we really want another tea party....maybe not but it seems we may need one.

    I am one of the 18 million boat owners' that will hold every member that is in Congress at the time such a bill is approved accountable. I would vote against each and everyone that represents’ me, every time they ever came up for reelection.

    Such a bill would never let me forget! I know how passionate we boat owners are. I am confidant that most of the 18 million feel the same as I do. If you in Congress what to commit “Political Career Suicide” then allow this bill to be enacted.

    The ruling by the Ninth Circuit regarding water ballast discharge is crazy as it relates to recreational boaters. You will see recreational boat manufacturers go out of business as a result and there is virturally no way you will be able to enforce the regulation. Please push for legislation that exempts recreational boaters from this regulation/tax.

    Keep on taxing/regulating the American people and you will see a backlash against you people in Washington. I'm already fed up with the inability of Congress to quit spending MY MONEY!! This includes Republicans and Democrats.

    trying to force redreational boats ( like bass boats) to spend 800 dollars for an epa permit would only cause a huge loss for the fishing industry in boat sales,gasoline sales,any tye of fishing equipment sales,state park boater permits,boat trailer plates, marinas would close down,boat dealers & boat repair shops would close. ( if congress dosent do something about it we might as well be living like russia or china where you dont have the freedoms like in the U.S.A.) generations will suffer if it isnt changed . personally i would love to be able to take my childern & grandchildren out fishing in the boatbut if they dont amend the regulation millions & millions will stop fishing!!!!

    Not to mention I already live in an area of Va. that has property taxes for my boat. I feel that the taxes I pay on my boat are already way to high being that in Fairfax Co. and Prince Williams Co. they have no taxes on boats. I'm tried of seeing boats in Stafford Co. registered to Fairfax and Prince Williams Co. You may ask why this is, it's due to our boat slip fee is cheaper in Stafford Co. so they get the best of both worlds, no taxes and lower slip fees.

    This should be an issue on the state level of getting rid of these taxes not county by county. After all it's the state ran agency that reports back to the counties. If these fees can't be done away with then at least let game and fisheries due a better job of getting all people to pay their taxes, not just honest folks. I know of at least 10 boats that pay no taxes yet I paid $2500.00 dollars last year in taxes alone.

    It seems to me that a state ran agency would be doing a better job then they are. This whole thing has this boater sea sick

    I have grown up going to Arizona lakes with my Dad and family. In 1998, at the know-it all age of 18, I was making some really stupid choices with my life. Today I am involved in many local civic organizations and I will be graduating law school next year from Arizona State.
