    While I can understand the concern of ballast water bringing foreign species into our waters it would seem that this action is far too sweeping a change. The recreational boating community and related industries have made great strides in recent years in regards to the environmental impact of our sport with newer and "greener" solutions to various water quality problems and the awareness of the effects of our use of the waters is growing. It would seem that this court ruling has not taken into account the great differences in operation between commercial vessels and recreational vessels. We don't use water for ballast and any discharge is already governed by EPA regulations. this is why I am writing to you. Can you please help us?

Dear U.S Senators and Representatives my name is Todd Armstrong and I'm writing to you today to let you know how deeply concerned and angry I am to learn about the exemption for recreational boats being turned downed. I am and have been an avid boater for several years now. To learn about this has brought me to write my concerns to you on how this will effect people and bring many negative consequence's. First, Let me say that many boat engines today are very enviromental friendly. Engine manufactures have drastically reduced EPA emissions and improved fuel economy. Secondly, this will effect many boater that don't have the money to buy one of these new permits that they are suggesting, this inturn will cause people to sell boats or not buy boats at all for the costs that they will have to pay for these permits. How will many people who own smaller boats that don't have the money to even pay for these permits even be able to go fishing or take there grandson fishing in there boat. Let me tell you how-- THEY WON"T BE ABLE TO BECAUSE THEY WILL NOT BE ABLE TO AFFORD SUCH A PERMIT. So what will they do. They will sell there boat or just won't use it. I'm not talking about just one person but millions of people who enjoy the fun of boating and fishing that will be taken away from them just because they can not afford this permit. Not to mention how much money the state or federal government will be losing because of the decrease in boats. This will have more negative effects than you can imagine. The lose of income from recreational boaters would be devastating to the budget. I believe this is against are constitution which says that nothing should interfer with are pursuit of happiness, which this would. So I say to you U.S. Senators and Representatives please back this exemption for recreatioal boaters and say yes to the millions of people who want to use there boats to take there familys boating or fishing. Say yes to a six year old boy or girl whose grandparents want to take them fishing beacuse they can afford to because you said yes to the RECREATIONAL BOATERS EXEMPTION.

    There IS a definite difference between commercial vessels and recreational vessels - MOST recreational vessels are well under 30 feet in length. It would be a travesty to impose EPA regulations on such small vessels.

    The economy is just starting to gain some steam. The housing market is severely stalled - to impose expensive EPA permit requirements on recreational vessels WILL strongly impact recreational boating use and the MANY industries and workers that depend on the recreational boater for their livelihood. The impact will reverberate throughout the economy. We CANNOT afford yet ANOTHER industry to go down the tubes adversely affecting the economy because of some ill-implemented EPA regulation on recreational vessels.
