  1. Please support the “Recreational Boating Act of 2007” which restores the exemption for pleasure boats to EPA regulations covering commercial shipping’s ballast water discharge in U.S. waters. Unless this 34-year-old EPA exemption – which was thrown out by the Ninth Circuit of Appeals in Sept. 2006 – is reinstated, 18 million recreational boats will be required to have expensive EPA permits by September, 2008.

The cost of these permits will have the effect of stopping the use of most recreational boats and will kill an industry, throwing hundreds of thousands of people out of work, and will keep boat owners from enjoying their leisure time, to say nothing of denying them their property rights.

The EPA, environment groups, NMMA, and all boaters support the “Recreational Boating Act of 2007.”

Thank you for your support of this Act.

More importantly we are a family that boats, not only do we enjoy instilling the value & beauty of nature onto our daughter we have extended family that join us for weekend's on Florida's waterways. Monthly we bring generations of our family together to take part in activities that will only make our children more appreciative of preserving nature and acting on True EPA concerns that may effect their generation. In today's society and concrete jungles that are part of our everyday life it is difficult to nurture a true love & appreciation for nature, boating allows us to do this!

  61. Re: Recreational Boating Act 2007

In September, 2006, the Ninth Circuit Court of Appeals struck down a 34-year-old exemption for recreational boats from an EPA regulation intended to stop ballast water discharge from ocean-going freighters and tankers in U.S. waters.

If a higher court or the U.S. Congress does not act, 18 million boats will be required to have special EPA permits that could cost $800 or more

I can understand commercial shipping being required to have a permit for handlindling the proper discharge of ballast water.

What doesn't make sense is also requiring recreational boaters to have the same permit. The type of vessel we boaters enjoy are so small and only used a few vacation days a year for family recreation. How can this equate to the daily use of gigantic commercial vessels?

While a commercial freight and tanker company can afford these industrial permits, why punish working and middle class Americans by including them with shipping companies?

How many recreational boats would it take to equal the size and capacity of just one Exxon Valdez?

Please let common sense prevail and don't punish family boaters. I urge you to review and reinstate the original exemption that kept a perspective on the difference between commercial shipping interests versus the recreational boater.

    Thank You,

The cost of these permits will have the effect of stopping the use of most recreational boats and will keep boat owners from enjoying their leisure time.

WE NEED A LITTLE WEEKEND GETAWAY FROM THE STRESSES AT WORK LIKE EVERYONE ELSE. WITH GASOLINE PRICES THE WAY THEY ARE WITH ANOTHER COST LIKE AN 800.00 DOLLAR PERMIT (LUXURY TAX) MOST BOATERS WILL SELL THEIR BOATS, AND THOUSANDS WILL LOSE JOBS THAT WORK IN THE BOAT FIELD.

  167. Gentlemen, As a boater of average means, I implore you to understand the implications of this pending legislation and support the millions of boaters and their families that are responsible citizens. As you are aware, the vast majority of boaters are not "Yachtsmen" but your neighbors who operate small, inexpensive boats for their family's pleasure. If this legislation does pass, it will save the hobbies of millions and the jobs of hundreds of thousands in the boating and related industries. Please support the “Recreational Boating Act of 2007” which restores the exemption for pleasure boats to EPA regulations covering commercial shipping’s ballast water discharge in U.S. waters. 199.
