IT IS HARD TO BELIEVE THAT PEOPLE SETTING IN THIER OVERSTUFFED CHAIRS IN OUR NATIONS CAPITOL CAN NOT UNDERSTAND WHAT IMPACT THE EPA PERMITS WOULD HAVE ON THE RECREATIONAL BOATERS. THE STATE OF MICHIGAN, WHICH RELIES SO HEAVILY ON THE INCOME CREATED BY THE USE OF THE GREAT LAKES, IS ALREADY SUFFERING FROM HIGH UNEMPLOYEMENT AND EXCESSIVE GAS PRICES. MANY BOATERS ARE STAYING DRY DOCKED OR CUTTING WAY BACK ON THIER PLANNED USAGE. IT IS A SHAME THAT WE WORK SO HARD IN LIFE TO GET TO A POINT THAT WE CAN ENJOY LIFE IN OUR RETIRMENT YEARS ONLY TO SEE IT WASHED AWAY BY NEW TAXES, FEES AND UNCONTROLLED INFLATION. I can't imagine what the thought was to do this to the recreational boating business. Between docking/storage, fuel (at maybe close to $5 or more soon), insurance and maintenance (I do my own and it still adds up), the minimal use of my boat would be bordering a waste of both time and money. Remember, ALL things in that business are relative to use and have an effect on both the local and country-wide economies. I participate in several activities year round and they add to the success of those related businesses as well. The industry has addressed quite rapidly to clean emissions, etc., and are still doing their best to go further. I cannot see where EPA permits are anything but a money grabbing scheme, and dealing with the global portion regarding environmental impacts is where the real problems originate. Please stop what may be the destruction of an industry, and one more step to over-controlling American life and some freedoms we still have. Recreational boating is a big part of life in our great state of Texas. This is especially true down here in the coastal bend. Now I don't mind paying for a registration fee for my boat. I also understand the need to tax the gas that goes into it. But to pay another fee to the EPA? This is just another way of gotcha-ing the general public. For the most part, hard working everyday folk who just want to enjoy a day on the water. An additional fee for boating at this point is like another stab in the heart of the average Joe who is already being bit by high gas and food prices. Please be reasonable and sign onto these bills. Please don't take our only outdoor activity that we have with our kids. Our kids need to be out of homes and play in the water under Arizona's hot summer months instead playing PS3 or similar games on the couch all day long or go to the malls and get in to trouble. Senators, the scope of the EPA law was to attempt to regulate the ballast dumping to prevent pollution and the transfer of invasive species, not hosing down bird poo off a recreational vessel. Senator Warner: I'm very surprised to see your name still on the list of undecided supporters of this bill. I've already heard back from Sen. Webb, he is onboard; and I urge you to move quickly to join him.I am a big fan of the Chesapeake Bay and back that up with my own contributions through the Chesapeake Bay Foundation and Virginia's own "tax set aside provisions." I'd much rather contribute to organizations directly trying to help this great body of water than to another Washington bureacracy run amok which I suspect would readily happen if EPA permits intended to stop foreign vessels from further destroying our natural waterways with more parasites and invasive species were applied to recreational boaters who seldom venture more than 10 miles from their home ports.
Please act decisively and positively to support this measure. Time is of the essence!

With the cost of operating a boat for pleasure rising, everything from fuel, to insurance,to dockage, we don't need to pay another tax to the government. Pleasure boaters are not discharging ballast from overseas; my 17' outboard does not even have water on board ,but it has a bait tank that draws and discharges water to keep my bait alive, surely you can see that permits for pleasure boats to discharge water back into it's source virtually unchanged is foolish.Thank you, Dan Herrmann

I urge you to exempt recreational boats from this requirement of obtaining a special permit issued by the EPA for engine cooling water discharge, wash down water, rain run off water, bilge water, and other non-toxic water. By not passing this Clean Boating act of 2008, you will be eliminating the majority of the pleasure boats on the US Water Ways, and therefore killing the boating industry.The is more pollutants in rain runoff from pesticides, herbicides and other chemicals used by farmers and others.

No boater small or large should be allowed to intentionally discharge sewage, oil and other hazardous materials over board into the oceans, gulfs, bays, lakes, ponds, streams and/or rivers. Incindental rain water and lake water collected from swimming activities, fishing, and run abouts is just lake water and no permit even if by rule with no application or registration requirement should be allowed. Absent enforcement it does not matter if you have a permit that allows somethings and prohibits others. My small boat has no potential to discharge anything that can harm the environment. Please, don't make small craft owners such as myself get an EPA permit to legally operate. The entire reason I own a small boat is to keep costs down while still enjoying my state's waterways. I pay to license my boat. I pay to license my trailer. I have to pay for a marine operators license. I pay federal and state gas tax that is primarily meant for road tax which my boat does not use. I pay to launch my boat, I pay to fish with my boat, I pay a sin tax if there is any alcohol or tobacco consumed on such boat. Because you represent a huge boating community I would expect you to add your name to those supporting the passage of this bill. I appreciate your response that you are keeping my thoughts in mind as you consider the issues but it is time to stop considering the issues and make a statement that you support the boating constituents you represent. The EPA permitting is intended for commercial vessels and NOT recreational boating. Please do your part to support the Clean Boating Act of 2008.
This bill is a practical solution to the looming 9/30/2008 EPA permit deadline for recreational boaters, anglers, and charter boats. This bill does not turn back any existing environmental restrictions on boating. This bill will reduce bureaucracy currently being created to administer and implement an EPA permit program for more than 15 million recreational vessels.
We are getting taxed to death in this state and I work VERY HARD for my money to support my family. With the little left over money I save and with my extra late night efforts I just bought my first boat at age 45. We cannot afford more taxes. This EPA permitting for recreational boating will do nothing for the environment and will only further tax the already over burdened WORKING FAMILY who harder and harder every day and receives LESS AND LESS for their hard earned efforts.
Please support this effort to end this senseless taxation on ME AND MY FAMILY!
