    And if you're worried that the next campaign will accuse you of voting against an EPA initiative to "protect the environment", I think voters (I have) have started ignoring the distortion and manipulaton of voting records. It's a political trick that has been over used so much that it's no longer effective.

This act, if passed, will join the annals of Global Warming, as just another governmentally supported issue that creates more financial burden on the US citizen and further eroding US quality of life, while at the same time not generating enough financial resources to be viable or even sustain it. I suspect once all the government agencies get their portion of the fee for additional personnel and equipment required to enforce the act and process the fees, the fee proceeds will fall far short of meeting the EPA’s financial burden of enforcement.

    Get real for a change and vote for less government, not more. In a free market economy, if this runoff was causing pollution issues, some resourceful individual would get ‘rich’ inventing a way to reduce or eliminate it.

  11. I am a USCG certified Captain and believe strongly in S-2766. I believe requiring EPA permits for recreational boaters is absurd and more importantly, would potentially take years for the EPA to ramp up to issue said permits, and monitor the thousands and thousands of boats (If they won't be monitored, then why do it).

I am in the Marine Retail Business here is St Charles MO at Bud's Place and they own 4 Retail Stores in the State of Missouri and We Contribute $1000's of Dollars in Revenue to the State in the way of Sales Tax Generated along with the Number of Employees on the Payroll.   17. I support this bill and see Senator Schumer is undecided. Coming from a New York city area that encourages recreational boating this should be a no brainer and vote YES.

    I do not see Senator Clinton's name mentioned but she should also vote YES to support this bill. There are also US representatives that come from areas that make a living and provide jobs for service recreational boating within New York and should vote YES.

  19. Failure by Congress to pass this bill will once again jeapordize the entire multi-billion dollar boating industry in much the same manner that the Luxury Tax did several decades ago. That means jobs will be lost not only on the manufacturing side but will also have a serious adverse impact on a great number of small business owners, marinas and yacht clubs.

    I know that I will place my boat in long-term storage before I'll pay a fee.

  21. Living in Los Angeles County, I am already taxed for owning watercraft. Unfortunately, there are few lakes or waterways in Los Angeles County for pleasurable use. We pay boat and trailer licensing, we pay for liability insurance, we pay for launching, we pay for park entry, we pay for a fishing license, and if you have any money left at all, it is absorbed by the cost of gas for both traveling to the lake or waterway and then in your watercraft. Now add an additional cost? We wonder why our society has become distant. Having the opportunity to slow down and enjoy nature has become costly...

    I highly encourage my U.S. Senators and U.S. Representatives to remember when they've taken their families on family boating trips and help continue and promote the traditions of family. If we can not afford it, our children will never get the same experiences or a chance to appreciate the beauty of nature...

Passage of S.2766, the Clean Boating Act of 2008, is critical to the survival of New York's recreational boating industry which plays a huge economic role in upstate as well as downstate areas.   49. As a small boat owner for over 30 years on Central/Western Lake Erie, I find it incredulous that this would even be necessary. Boating has always been a tradition in our family much like camping, hiking, travelling and other traditions in other families. The EPA permit amounts to nothing more than a tax on recreational boaters that will hurt the industry and result in the reduction of related jobs.

    I can understand freighters, container and cruise ships being required to have EPA permits because of the nature of what they dischage overboard.

    However it doesn't make any sense for recreational boaters to be required to have such a permit. If recreational boaters are required to have an EPA permit then the next thing you know, homeowners will be required to have EPA permits just like industrial manufacturers.

    I urge you to vote FOR The Clean Boating Act, S2766 which will EXEMPT recreational boaters from having to have permits which really only apply to commercial vessels.

  63. This seems like a rather clear cut case of reason here. Why is this an issue? Another reason for the government to collect money in the name of green initiatives. I think this needs to be voted away for ever. Why not try to tax runoff water? I mean jeeze, all that dirty gook running into the water supply is surely killing me and my unborn grandchildren. Just simply tax every water faucet sold, every gallon of water consumed and every water holding device taxed extra.   85. I am a huge environmentalist, and a boater. Recreational boaters are not the cause of any sort of oceanic disturbance (chemical or wildlife based). As technology improves, so do boats. The waterways are one of the last highly regulated parts of our life, which is why it's so enjoyable.   91. Because of this threat my business On The Edge Watersport, Inc. has closed. The general public is retracting there investment dollars into the watersports industry. I have had to lay off 12 employees and close my doors. In addition to this bill our local lake, San Vicente in San Diego County is going through a rebuilding project. I am predicting that when the lake reopens all water contact will be eliminated and the watersports industry will be dead in Southern California.

    I am asking you to support our rights to fresh water contact and use in California. This has been a great family experience and we have helped our community thru my efforts with Camp Hope at Lake Sutherland.

    I'm seeking your support with S.2766 the (Clean Boating Act of 2008). This exemption as I'm sure your aware, has been in place for decades and rightfully so.

    Please give close attention to the changes to the recreational boating world if this bill were to not pass. Considering the extreme rise in fuel costs, taxes and local economies at the present time, this additional expense would spell doom for many recreational boaters. The impact would reach those in service of this recreational activity which is already suffering greatly. Recreational boaters should not have to pay a tax, fee, assessment or anything of the like to pay for what this EPA permit was originaly designed to help with.

    It may seem to some that if you boat you can afford it. This is simply not true. Most americans such as yourselve's have a passion or hobby. It may be golf, a sports car, snow skiing, etc., and as you know it is expensive already to do any of these activities we all enjoy so much. Most of us who boat can hardly afford it at the present time. Please consider keeping our costs in check for the impacts that we do have on the environment and and already pay for. Don't have us pay a user/damage fee that we are not responsible for.
