I am sure you are both aware of the care with which Massachusetts boaters strive to protect our waters and shoreline.     If a leftwing stalwart like Barbara Boxer can see the sense in giving the small boater relief from the strong arm of the EPA, certainly Senators who represents a state consistently ranked in the top five of per capita boat registrations can support such a bill.

    Perhaps there is language in this bill or some rider attached to it that makes you hesitant to back it. Then I believe it is incumbent upon our undecided Senators to author a cleaner and more specific bill getting the weight of the EPA off of recreational boaters backs.

    Either way, the EPA and the man-caused Global Climate Change crowd have already done enough to raise the cost of living in this State and this Country with no definitive proof of causality without adding this kind of insult to injury.

    I attended the dinner last night in honor of Sen. Thurman Adams where you spoke. My good friend Sen. Bob Venables was there who is an avid fisherman. Are you simply not willing to protect Sen. Venables' ability to enjoy his hobby? How about the thousands of others of us who are asking for your help?

We have disrupted the balance of nature when the Aquaduct was built, and now it's time we brought "real change"...like requiring So-Cal to build their own reservoirs, and discover "desalinization".

    Now you want to allow the imposition of an additional tax on recreational boat owners by your inaction. Recreational boats do not discharge bilge water, it is the shippers who bring lead filled toys from China. Recreational boaters in California are already taxed to the hilt with our rotten highways beating up our trailers anywhere we tow them.

  45. With the rising cost of fuel and other expenditures related to boating and camping, it will be difficult to spend time with FAMILY and friends if another cost comes our way. We use boating during the summer time as a way for our family to stay connected. To keep our children busy during the weekends and holidays. This keeps kids from just hanging out on the streets and possible trouble. If anthor expense comes our way, it will be difficult for this school teacher to keep my kids and their friends from the enjoying time on the water.

  51. I can't think of any pleasure boater who doesn't already love and care for our waterways. They regularly play in and on the waters you want to protect. The current discharge laws are more than enough to deal with what I would call the "few bad apples". An EPA permit will only serve to force more people out of boating, or deter those who may want to join the sport. Lets remember the lessons learned from the days of the luxury tax of the early 90's.

  53. I agree that recreational boaters should be exempt. A very big reason why is that we, as recreational boaters, spend more time "IN" the water and on the water than anyone else. We have respect for the environment we love and we have a vested interest in keeping our waters and boating areas clean. The huge ships and commercial traffic do not use our waterways the same as we do, they don't go swimming with their family and spend time "IN" the water, just on it, so if they have discharges, they are not as concerned as we are...I think recreational boaters are some of the most dedicated conservationists around. We want to protect the environment we love to be in, yes there are some that don't respect this, but that could be said on either side of this dilemma. Make sure you don't destroy an hugely important part of most Americans pass time by forcing permits on an already over taxed population that is about ready to say enough is enough...Boston Tea Party ring any bells!!!!!

I have been boating for years and I have never seen a discharge from a recreational boat that amounted to anything more significant than a spilled soda.     Senators Barbara Boxer (D-Calif.) and Bill Nelson (D-Fla.) have just introduced S. 2766, the Clean Boating Act of 2008. S. 2766 would fully and permanently restore a 35-year permit exemption for recreational boat incidental discharges, such as weather deck run-off and engine coolant water, and works to protect the health of the nation's waterways by pursuing whether or not reasonable and practicable best management practices need to be put into place for some incidental discharges.

    Without passage of this bill before Sept. 15, 2008, Americas 12 million boat owners will have to pay for EPA Permits. This added cost could spell doom for recreational boating which will cost thousands of jobs and kill an industry and a once joyous sport.

  71. Please save boating, fuel prices are making many of us second guess the sport we love, please do not burden us with more Washington Red Tape. EPA permits sound like a cash cow for the Feds, I am a responsible boat owner and run a clean engine. I have too much money invested in my boat not to maintain my boart.
    I am an avid fisherman and respect the water, adding needless additional permits will only penalize recreational boaters, enforcement should focus on large tanker ships that often spill oil and contaminates in the ocean.

    I am not alone here, please save the boating industry and do not pass this bill.

  73. As a homebuilder, I have just about had it with the constant regulations brought down on us. This is just another example of our government over reacting to special interest groups. Is it not enough that we are hit with Federal storm water mandates, yet farmers get away scott free. Is it not enough that the federal governments lack of action has allowed oil companies to make billions at the expense of american citizens, which now face exhorbatant cost increases on just about every product we consume. Everything we do is affected by the cost of oil, or some special interest group. We are being mandated to build green, yet we still allow the oil companies and Detroit to manufacture vehicles which use fossil fuels, doesn't that seem a little hypocritical. In short, americans have had it with all the government intervention and pork spending done in Washington.

  79. I have been boating on the upper Mississippi from St. Paul, MN to the Quad Cities for over 40 years and the state of the river has never been better. This is totally not needed. The boaters I know are all very concientious and abide by all current rules. The legislation as it now stands would put a hardship on many family recreational boaters. Paying for permits for every fresh water and grey water opening on a family runabout, fishing boat or cruiser is ridiculous. To me you would be punishing the people who have been the guardians of the lakes and rivers.

WE, as a group, contribute a great amount of income to the New York state economy, through park fees, fuel, and taxes, to mention just a few.   115. Senator Brown, I along with a large number of boaters on Lake Erie and the Ohio River, not to mention the lakes and otherways in Ohio, would greatly appreciate your support of S. 2766. As a recreational boater, not supporting this legislation would continue to put more and more burden on the recreational boaters in Ohi and around the nation...........and for no reason. The bill that this one is to correct is meant to fix the problem of ships from foreign nations from backwashing their bilge in our waters in the Great Lakes, and therefore keep them from polluting our waterways with chemical and biological pollutants, not to punish the recreational boater who takes his family out on a weekend to enjoy the sun and the water. Not passing this bill will be just one more blow to the recreational boater and the industry.

  119. Mr Alexander, Mr Corker and Mr. Cooper,

    As fellow Tennesseans, you all know that our state is blessed with a tremendous number of Lakes and other beautiful Waterways. The boaters that enjoy those watersheds are good people and treat those watersheds as their very own. WE DO NOT NEED any more Permits or Stickers to understand and enforce our own management of these watersheds with respect to pollution. These programs are nothing more than an attempt to secure a new revenue source to be mis-appropriated or misused by the Government Agencies. NO more taxes/fees/etc. Please. Thanks

  121. If you do not pass this bill, what's next? Perhaps you could require EPA permits for each and every automobile in the US -- after all, they all have the potential to leak gasoline, oil, and other fluids onto the ground where rainfall and snowmelt would cause the runoff to pollute the very same waters we are trying to protect. That is a much larger problem than the recreational boaters!

    PLEASE, do the right thing, PASS THIS BILL!

  131. Please don't add complications and added cost to something which works so well. Boaters already pay boating license fees and launch fees. Incidental discharges from boats are too small to warrent regulation.

  133. PLEASE PLEASE PLEASE DO THE RIGHT THING. I grew up boating with my family at an early age, and as it turns out, those were some of my best memories as a young child. With rising fuel and insurance costs, it's already very difficult to give our 9 month old daughter the chance to enjoy similar experiences. Please don't make it any harder for the average family to enjoy the beauty of being on the water. Thank you for your time...
