I am a recreational boater, an advocate for preservation of our waterways and have been enjoying our beautiful waterways on Long Island, NY for over 50 years. We must pass this bill and relieve the recreational boaters of the unnecessary burden of addressing an issue that was clearly intended to limit the large commercial vessels from taking on seawater ballast in a foreign port and discharging it our local waterways. Not passing this bill will incur undo, unjustified and unfounded expense to the recreational boater.Frank Messina

I am a retired widow living on a limited income and I enjoy my boat - I use it on one lake only and keep it maintained. This is one more blow to my income and I will have to sell my boat and give up one of the few enjoyments in life I still have. This permit is not good for me, not good for boating in general and fuels the tempers of folks living in this overly taxed state. Cut the give-away programs spending instead! I worked for what I have and paid property taxes for almost 50 years plus all the rest of the sales taxes, utility taxes, gasoline taxes, permits, ect. ect. ect. I'm ready to move out!!! Please pass the Clean Water BillThere is not need for these restrictions on recreational boats. If you want aim this at any recreational boats which like commercial vessels are visiting foreign ports and then returning to the USA waters.
I am not picking up foreign specimans going from LI Soound to the Chesapeak!!!
There are not enough people to oversee this program and there is not enough money
This will eliminate a lot of confusion and unneeded red tape.
There are millions of well educated boaters who vote - use your head and do away with this madness which will only burden the public with more uncontrolable red tale and put money into the governments pockets for no good reason.
Vote yes to HR 2550 - use your heads - Elections are coming and if you do not vote for this bill in time I for one who oversee a boating organization with more than 4500 member families will lobby to make sure you do not represent us again!

We own a 21 foot bow rider that is used on freshwater lakes in Texas for water skiing. We do not see the need to have additional federal regulations applied to smaller boats like ours. We already have state permits, regulations and laws in effect which we deem to be adequate. Applying rules used for commercial vessels to small personal vessels and watercraft does not make sense. If additional rules are to be applied they should vary by class of vessel, just like current Coast Guard rules for safety equipment, etc. based on vessel length and person use vs. commercial use. We are on the lake almost every weekend during the summer and we respect the environment. We also want a clean lake to ski and swim in. But we very rarely see issues with other small recreational boats on the water, and don't see the Clean Water Act making it better and thus support The Clean Boating Act of 2008.We appreciate your help with this issue.This comment has been reported to the site manager. With the cost of fuel, it has become increasingly difficult to enjoy boating as we used to. Now, adding a fee for an EPA permit and regulating how we boaters are supposed to store our food, wash our boats, manage our waste, etc. is just another "nail in the coffin" for boaters. Why can't we be left alone to enjoy our hobby? I'm sure Michigan and Ohio boaters bring in a lot of revenue for their states. The EPA exclusion for boaters was the correct decision 35 years ago. Your support for the "Clean Boating Act of 2008" is the correct decision today. The EPA regulations were put in place to protect American waters from non-native life forms, not Grandpa and his grandson going fishing on a lake. Gentlemen,Who's side are you on here? I rely on recreational boaters to earn my living and I enjoy boating myself. What are you going to gain by letting the EPA charge recreational boaters exorbitant fees for unnecessary permits? I suspect someone is giving you bad information on the negative impact of recreational boaters on the environment. You should be cracking down on factories and trucking companies who spew millions of tons of toxic fumes into the air and water of New Jersey instead of "taxing" recreational boaters. You know, not everyone who boats has a lot of money. Since Corzine has been in office (and I, regretfully, voted for him) New Jersey has become a tax nightmare. My dollar has never gone less far than it does today. So add this EPA oppression to the pile. It's just another "sin tax" in my opinion.

The senators who do not vote for the "Clean Boating Act of 2008" will be remembered by many boaters come re-election day. Do you realize the hardship this will cause to many middle class boaters. Many boaters can no longer afford to put gas in there boats. Now they want to further hinder us with regulation and permit fees that will undoubtably cause the death of the recreational boating industry. Thank God the Ohio Senators have the wisdom to see the stupidity in the EPA regulations and support this bill. Perhaps the senators from VA, WA, SC, TE, TX, MA, NJ and IL need to finally get off their dead asses and do something worthwhile for the middle class. Who knows if we can get them to accomplish this simple task they may be motivated to fix the economy, bring down the cost of gasoline and solve the medical insurance crisis. I see government agencies like this adding regulation more or less just to keep the jobs the rest of us are loosing in these difficult economic times. It is construction debris from two bridge projects that fall into the river. It is Algae that grows out of control thanks to nitrogen runoff from upriver farms and residential lawns. The new EPA recreational boaters permit rules are over regulation. Just watching the river traffic I can see that boating activity is at an all time low thanks to high gas prices and fishing restrictions. Do not burden boaters with more unnecessary regulation. The Boaters of New York State pay enough Fees and Taxes as it stands now, Sales Tax on fuel,purchase of boats and equipment, Customs Decals Fee, Registration, Imigratiom Fee. We do not need more it will only hurt the boating industry more than the high cost of operation as it is now. Work with the boaters and help save a valuable industry here in the US. I have been boating since 1968 and I am able to let you know how our waters here in the Great Lakes have been cleaned up thriugh disciplined use and operation of our factories, plants and boating diligence. Dear Senator,Please sponsor HR 5949. It is my belief that as boaters, we already do enough for government revenues with the contributions toward the economy we make in all forms of our boating related purchases. With the state of economic affairs such as they are, additional burdens on boaters will only serve to drive people away from recreational boating thereby having the completely opposite effect of trying to generate additional revenues. It will help to kill the industry all together and all the money that is spent along with it. Thanks in advance.

Mandating the frequent cleaning of a boat, how food is packaged, and apparently the frequency of urination on board, among other unnecessary intrusions not related to Clean Water is yet another effort by Big Government to utilize its dwindling assets to micro-manage the lives of citizens for no purpose directly related to the function of EPA. Dear Senators and US RepresentativePlease co-sponsor S. 2766 or H.R. 5949 - the "Clean Boating Act of 2008". Without passage, my fellow American boaters and myself will be subject to vague legislation potentially leading to over-regulation driving needless costs in an industry where such legistlation will reap negligle / insignificant environmental value. Value would be better spent in focusing on industries that are hemorrhaging polutants in not only navigable streams, but also onto our lands and into our atmosphere.
Please prevent the American boater the COSTS associated with the Government stepping over dollars to pick up NOTHING.

Also, please support the OPEN FUEL STANDARD ACT.It would allow for free market competition to combat the oil monopoly.
The infrastructure is already in place = all gas stations with 3 pumps have 2 underground tanks and the middle pump mixes the contents of the two. Now it is 2 grades of gasoline. It COULD be 1 tank of gasoline and 1 tank of alcohol. The consumer would then have the choice of 100% alcohol, 100% gasoline or a mixture of the two! The cost to make new cars flex fuel enabled is less than $200. If
the consumer never used the first drop of alcohol, his car would still have the added benefit of a more corrosion resistant fuel system and more sensitive combustion sensors to make his car operate more efficiently.
If Venezuela can produce ethanol for less than $0.30 a gallon, I think the USA can find cheaper and better ways to produce it. SO LET'S BE READY!! Pass this bill immediately so that when we find our own ways to produce cheap alcohol, we don't have to say "but our cars won't run on it!"

Once again, I take the time to request your action on Bill S 2766- The Clean Boating Act of 2008. This is my 5th letter to your office; I find it difficult to believe that I am the only New Yorker who has requested your action on this bill. The recreational boating industry is a BILLION DOLLAR INDUSTRY which will be destroyed if this bill is not passed. The people you represent in this state are in desperate need of your help. As a recreational boater, and taxpayer in this state, I cannot understand how there can be any question as to the purpose of this bill. It seems as though it is not of importance to you, yet it will effect thousands of the people you were elected to represent.Please take the time to add your name to the Senators across the country who value the opinions and livelihoods of the people they represent. We are in dire need of your help. Please do the right thing and sign this bill.

Why are you listed as an undecided? You should be doing everything for the people in your state. We already have to pay a lot of money for so many things. Do we really need another cost placed on us? Senator Klobuchar, please join Senator Coleman in supporting this bi-partisan bill. For the sake and future of boating in the State of Minnesota, we as citizens, boaters, and voters are relying on your support; which will eliminate the added cost of permits that are completely unnecessary. With the record high oil prices, we are already burdened with the cost of operating our vehicles, boats, etc. Not passing this bill will only make matters worse, and will prove to hurt the Minnesota economy even more, as people will stop buying boats, and the gas to fuel them, as well as the impact this will have on the local city economies along the rivers and the resorts/commerce on lakes in the state of Minnesota.This comment has been reported to the site manager. Obviously the ramification of not passing these bills is not fully understood by most. The fact that rainwater is shed or bilged into the water is the same as water running off a house gutter system.If there has been a time in our nation's history that we need less taxing and spending and paying more attention to the things we can do to encourage recreation it is now!
With energy prices rising daily and so called "experts" agreeing and making stupid and speculative statements in the news, the gloom and doom will overtake us if we don't snap out of this funk. I was in the gasoline retailing business in Detroit for 27 years and the contract price of crude oil and the futures market are two different animals.
Our "US Companies" are operating in a global climate (Free Trade Agreements, etc) which has been the desire of many of our elected officials which no longer makes them "US Companies". Their profitability is not tied to any national loyalty but to their bottom line. I guess the statement "be careful what you wish for" is partly responsible from the mess we are in now!
The success of our economy is built on people's reactions to positve and sensible decisions by lawmakers that make them feel good. How would this make citizens feel if not passed?

Please support this bill. With all of the problems we are currently faced with, i.e. the auto industry down turn, plant closings, layoffs, etc. we can ill afford another blow to the Michigan economy. And that is exactly what will happen if this bill does not pass. There are already many boaters in Michigan that can no longer afford to put their boats in the water because of high fuel costs and the poor economy.
