  3. I've owned a sailboat for 10 years and have sailed over 30,000 miles on it crossing many oceans and visiting many countries. While I firmly believe in "leaving a clean wake", I believe that this exemption is absolutely necessary. Without I only foresee a bureaucratic and legal nightmare for boat owners and I suspect that it would have minimal positive environmental impact.

  5. As a recreational boater, citizen, taxpayer, and registered voter, I wish to make it known that I am adamantly opposed to Bill S. 2755, the Clean Boating Act of 2008. To restore a 35-year permit exemption for recreational boat incidental discharge, would severely damage not only the boater ability to enjoy boating, but also the boating industry. There is a good reason why recreational boaters were exempt to begin with. To impose the same rules and restrictions as commercial craft on recreational boaters would just serve to limit and discourage us from enjoying our weekend boating and spending our dollars on boats, equipment, state and local registrations fees, fuels, and stores and restaurants. It would be a curse on the entire industry and not soon forgotten during election time. I strongly urge you to support your boating constituents by voting against this Bill. Thank you for your support in this matter.

With the rising cost of gasoline, rising cost of food and durable goods, taking the stance by not increasing yet another fee us boaters have to pay for in both time and money is a small but welcome reward in this day or rising prices.   9. My wife and I enjoy boating on Lake Superior and would hate to see it end because of unnecessary and expensive permits. The added expense and hassle would drive many out of boating, perhaps permanently. Boating is a great family activity, and as such, should be supported. This is a great way for you to help out the boating public with common sense legislation.

  11. While many view boating as a wealthy person's sport where add'l fees will go unnoticed, the reality is that for every yacht there are multitudes (read millions) of recreational boating families plying the nation's lakes, rivers, and coastal waters in craft of all types, sizes, and costs.

    Boating in all it's forms is one of the few family recreational pastimes left in this electronic era and not only reinforces such traits as responsibility, conservation, and fitness but provides direct and indirect jobs and tax revenue in areas such as manufacturing, retail, restaurant/hotel, real estate development, tourism, and more.

    The Clean Boating Act of 2008 is absolutely necessary to the survival of this national pastime, especially in uncertain economic times but also in terms of setting the standard for how misplaced government intrusion and control of our family time will not be tolerated.

  15. As a Great Lakes boater, I feel the original EPA permit proposal did nothing more than penalize recreational boaters for the improper operating conduct of the commercial carriers. After all, it wasn't a recreational boater who introduced the invasive species that currently plague our lakes. It isn't a recreational boater who is going to "terrorize" the waters by discharging waste or allowing for "weather run-off" of mined mineral dust that accumulates on a deck.

    Senate Bill 2766 recognizes that the average boater is diligent and committed to their passion for safe, clean boating.

If you all had brains in your heads you would find out that most boats run the water that the boat is sitting in(lakes, river,ocean) for coolent and the run off is the samething.   31. There are millions of gallons of untreated municipal and industrial sewage going into US waterways every year. The EPA now aims a punitive law at a few small boat owners out on weekends, and even fewer larger boat owners, most of whom are responsibly using sewage holding tanks. The EPA regulations seem to me like massive overkill. Which Elected Group was it that said they were promising to get Government off the backs of the people?

  39. I fully support exempting recreational boats. This would otherwise be like curing dandruff by decapitation. The effect would be devastating on everyone as taxes will have to fund more programs that boating supports. Tourism will suffer in most states and it will cost many jobs and revenue that would be taxed. Everyone in the midwest knows the biggest threat to water quality here and we are reminded every time it rains.

  41. In thes west central Minnesota area boating is a large part of our economic base. We have a large boat manufactor and many visitors who come to our area to enjoy boating. With a permit that has been stated to cost hundreds of dollars annually this would surely impact the number of visitors as well as the the number of good jobs at the boat manufactor. Please vote to extend the exemption for recreational boating.

    This is a voting year. As a proud recreational boat owner I profoundly oppose any more taxes, restrictions or laws against my right to use my boat. I am all for preserving the environment and leave a place cleaner than when I arrived there. I have a 4 stroke motor and carry all legal equipment in my boat when I use it. This law is meant for the large commercial craft and not the small recreational boats we all use. I find this another intrusion in my privacy and right to enjoy the pleasures of boating. Please make this right for the millions of boaters who share this privilege.

  49. Recreational boating is big in Upstate New York. Lake Ontario, Lake Erie, the Thousand Islands, the Finger Lakes, and the Adirondacks all have large boater populations. As boaters, we care deeply about preserving the quality and cleaniness of our waters and our environment. But requiring individual boating citizens to secure EPA permits for small boats and watecraft adds only layers of beauracracy and does nothing for the environment itself.

    Instead, the focus of environmental regulation for boating should be directed toward the boat manufacturers. Consider as an analogy the automotive industry, where the federal government has many environmental, energy, and safety objectives. These have been acheived by requiring the manufacturers to adopt various design standards and acheive various performance requirements. The same approach would work with boating.

    It is my belief that recreational boaters are not a major contributor to lake and river pollution. Two much more harmful actions are run-off from roadways and farm/lawn runoff ( phosphates ).

    The EPA permits are another back door tax aimed at an easy target with little organizational clout.

    I'm a father of ten who suppports my family by selling recreational fishing and crusing vessels. As you know; gas prices and the current economy have already led to a huge decline in the industry. Marina's have been turned into waterfront condos by developers; further exascerbating the industry's decline. I strongly feel that EPA Permits and/or Saltwater fishing licenses would simply add an unwarranted burden on an industry that needs a jump-start. I'd appreciate any help you can give to ensure our industry is not harmed further.

    I'm a retired NJ State Police, Marine Bureau, Trooper. I understand inherent environmental issues within the recreational boating industry. My expert opinion is this: Manpower within the Coast Guard and NJ State Police will not permit enforcement of the EPA rules on recreational boaters....not without taking away from port and coastline security efforts by these understaffed agencies. Please look at the big picture here. The revenue created WILL NOT fund the enforcement needed.

  71. Please support this bill (S. 2766, the Clean Boating Act of 2008) as we Floridian have had enough grief already between the tax issues, the insurance issues and the outrageous price of fuel. The last thing Florida boaters need is another fee and permit mess from the EPA. By the way, I have another issue with gas at Marinas for boats. Why do we have to pay road taxes on gasoline unlike the Marine diesel fuel? Gas is so expensive these days it will likely top $ 4 per gallon on the street which would make the marina price more like $5 per gallon. My boat is too big to trailer and there are almost no marinas left on Tampa Bay due to the over taxes, insurance and developers who got thing rezoned so they could create waterfront condominiums, “dock-cu-miniums” and private yacht clubs. Why does it seem that the average boater can never get a break from government these days? Gas should be made available for off road use at Marinas without road taxes just like what is done for diesel. Before you say it would be too easily abused or too costly please remember waterfront home owners and boaters pay taxes too!

  73. The pollution caused by more agents trying to enforce the law would far outweigh any benefits. Recreational boaters are in the water all the time . Why would they want to pollute it when they swim in it.
    Manufacturers can find ways to improve boats to reduce the effects but the boater should not be required to have permits like commercial vessels. The operators of commercial vessels are motivated by profit and are more likely to cut corners and cause pollution, then a recreational boater.

    Think of just the pollution in just printing the regulations on paper alone. Cutting down trees, hauling them to mills, sending inspectors driving around checking every boat. Please stop the madness.

Today many kids spend their time indoors with video games and not out doors, as was the case when we grew up. We have a responsibility to our children to promote nature and it’s importance to protect it. I assure you, boaters take the wellbeing of our lakes and waterways very seriously. It is ultimately our responsibility to teach them how to protect it, but if they are not exposed to it they will never have the need or the desire to protect it. If this law goes into affect many boaters who are not rich will have to give up their favorite past time. This will not affect the rich because either way they will pay for it because they can.
