Logical - No Cost - stimulus towards economic improvement

To Whom it May Concern,

Please seriously consider the following suggestion as a stimulus to improve our economy as soon as possible:

Pass an IRS law allowing any homeowner, regardless of age, to take a one-time withdrawal and electronic transfer from their 401K /403B retirement accounts (or a combination of both) to payoff or pay down their mortgage debt in full without penalty, without processing fees and/or without increasing their taxable income gross amount for this transaction.

Only funds used to payoff (or pay down) homeowner mortgages would be allowed this transaction. The result would be an immediate economic upturn as individuals would have excess funds to purchase items and also money to save toward their retirement years.

Additionally, instituting a VAL (value added tax) on any goods manufactured outside the U.S. would quickly reduce our National Debt making goods produced in the U.S. more affordable while creating jobs for the next generation.
